How about New York City?

The home of the world's first Furry-friendly TV show, on cable since 1983.

And home of one of the world's longest running fursuiters...since 1986.

I don't know how big the NY scene is but like San Francisco, it has a claim to be the cultural capital of America so I imagine that it could be the furry capital too, particularly taking into account the points you make.
