Well, hell, if SF has any claim to it, Atlanta does too...
Atlanta is home to several conventions, and while only one of 'em is explicitly furry, the furries always seem to find a way to show up at each and every one of 'em.
Well as far as the United Kingdoms of Great Britain and Northern Ireland are concerned, I guess (begrudgently) London fits the title.
However I would state a case for Manchester calling. I make no bones in admitting I have complete bias, but I stand proud of being part of the Mancunian scene; things are moving in the city's favour from a successful fur convention, a monthly furmeet that is gradually being improved quality wise and a growing community in the wider county of Greater Manchester. :)
I'd love to say San Francisco since it has such a fun, tolerant atmosphere that a lot of furries would find ideal. The cost of living there makes it impossible for most furs to call it home, though. Expect to pay $1500 - 2000/month for a studio/1-bedroom apartment. Most furs in the bay area live in the south bay: San Jose, Santa Clara, Sunnyvale Palo Alto, etc...and most of the tech jobs are located in these areas as well.
Before 1996, it was Orange County, California. That was the epicenter of original furry culture; a huge number of furries were concentrated there, and it was only natural for ConFurence to spring up in Costa Mesa.
Between 1996 and 2003, it was the San Francisco Bay Area. Lots of furries moved to the Bay Area in the mid and late 1990's. It became a hotbed of furry households, furry gatherings, and the new main convention, Further Confusion.
After 2003, with dozens of furry conventions sprouting up all over the country, AnthroCon taking over as the main convention, and decentralized communities of furries all staying in touch online, I'm not sure there really is a center or capital. It's very scattered. Certainly there's a huge presence on the East Coast now, but even there it's decentralized as more of a large region than any one small area. So I think it's "Everywhere and Nowhere," now :)
In addition to the prevailing tolerance (prop8 notwithstanding), there are a number of weekly furmeets, each with attendance in excess of a dozen (Crack Chicken often climbs into the 30s). I don't think any other place has a furry community that meets so frequently, and in such numbers, in RL, aside from just an annual con.
I have heard that the city loves furries - how does it show its appreciation. Also, how many furs live in PA as it sounds more like a furry holiday resort than a capital.
From the friends I know who live there, they tell me all of CA is massively furry. I'd love to head to SF sometime, it's a place I have always wanted to visit.
